The ten-year record: what a Victorian builder must be able to produce.

From 1 July 2026, defect liability for residential work in Victoria runs ten years, not six months. This is the record a builder has to be able to put on the table in year eight, item by item. It is written from the handover record built for a Victorian building group, Handover+, and from what builders asked for.

Eleven things, one place.

  1. Every product installed, with its manufacturer and model.Appliances, fixtures, roofing, cladding, windows, membranes, HVAC. If it can fail or be recalled, it is on the list.
  2. The warranty for each product, with its start date and term. The document itself, not a note that one exists. A warranty that cannot be produced on demand is a liability the builder carries alone.
  3. Every certificate of compliance.Plumbing, electrical, gas, waterproofing, glazing, termite management, energy rating. Each with the practitioner's name and registration.
  4. The maintenance schedule the owner was given. What has to be serviced, by whom and how often, because a warranty claim is often decided on whether maintenance was done.
  5. Variations, with the approval and the date. What changed from the contract, who approved it and when, with the drawing or email that shows it.
  6. The defects list at handover, and what was done about each item.Dated, with photographs before and after, and the trade who fixed it.
  7. Subcontractor documents at the time of the work.Licence, insurance and safe work method statement for each trade, as they stood on the day, not as they are now.
  8. As-built drawings and the location of services.Where the pipes, cables and penetrations actually are, which is rarely where the plans said.
  9. The occupancy permit and the final inspection record. With the surveyor's name and date.
  10. Who received what, and when. The record of the handover itself: what was given to the owner, in what form, and the acknowledgement.
  11. One place where all of it lives, with the home, for ten years. If it leaves with the owner on paper, it is gone for good. If it lives on one person's laptop, it leaves with them.

What this looks like when it is built.

Handover+ captures every product, warranty, certificate and maintenance schedule when a home changes hands and keeps it with the property for the ten-year liability window. Owners receive a maintenance plan. Builders receive an evidence pack they can produce on demand. Validated in two weeks, built in five months, ahead of the 1 July 2026 change. Read the Handover+ case study.

If your record is spread across email, glovebox folders and one person's laptop, the first stage is two weeks with the people who run handover to map what has to be proven and what it would take to capture it once. Where AI applies in construction.
